Image Layer > [Image DPI x] Transform Unexpected Behavior

I did not think this is what this is meant to do, so I am posting it as a bug. It works fine via the y coordinate.

When I try to use slider or input a specific DPI into the Image DPI x coordinates, it moves the layer as well. Locking layer does not prevent this.

For clarification: It's this dialog I am talking about here that can be accessed using move tool:
