[Publisher] Adjustments won't paste on the right page

Trying to copy and paste a set of image adjustment filters from one document to another in Publisher. But after copied, they will only paste on the first page of my document, even though I want the filters to affect an image on the 3rd page.

I've ensured that the page I want to paste the adjustments to is active, but the adjustments won't paste there. Upon pasting, the Layers box just switches to show layers on the first page, with the new pasted adjustment layers at the top.

This wouldn't be a problem if I could figure out how to easily move those adjustments from the Layers on page 1 to the layers on page 3, but there's seemingly no way to do this...

Does this make sense to anyone? Please help!

This is working correctly for me, are you able to make a screen recording that shows your process so we can take a look at what might be going on?

Possibly the wanted page is selected in the Pages panel (blue border) while page 1 is still the active page (gray border)? If yes, double-click the wanted page thumbnail to make it the active page (this also will centre that page in the main window).
