Outline Layer Effect breaks when used on grouped layer with Outline Layer Effect

Same issue with both.

What happened for you (and what you expected to happen)
Applying a Outline Layer Effect ( Center / Inside ) to a group that already has a layer with an Outline Layer Effect Causes it to break and cause weird graphical issues when zomming in and out.

This happens similarly on MacOS as well.  Inside a group, if you apply an outline through effects, the blend modes do not work.  If the object is outside a group, the outline blends work properly.
