Reordering Layer Effects ( Not just the same type )

Reordering Layer Effects between different types, for example, moving the Outline Effect below the blur Gaussian Blur Effect.

This would allow for more control over the Effects that can be achieved just by changing the order of the effects being applied and would remove the necessary group nesting to achieve the same thing.
