I just realized there are "Designer" and "Photo" personas in Publisher for iPad. Could someone explain any major limitations in these as opposed to their respective apps? I'm especially curious about designer.

Affinity Designer has a Designer persona, a Pixel persona, and an Export persona. The StudioLink feature in Affinity Publisher only provides access to the the first one of those three (and similarly, Affinity Photo has Photo, Liquify, Develop, Tone Mapping, Export, and Panorama personas, but StudioLink only provides access to the Photo persona).

Great summary. I started using Publisher for some designer tasks as it can do tables. Interestingly if you open a designer file in publisher, add a table, and then open it back in designer all the table controls show up 😆
