If you had .1706 (the first beta release) installed it was using the MSIX installer, which would only update to .1709 MSIX. You would have needed a .1706 EXE-based installation to get an auto-update to an EXE-based .1709. Wait for the next Beta release, and see if the .1709 EXE updates.
