Level bars get stuck

Relatively often the bar in the Level adjustment get stuck and do not move with the ruler.  Saving the files and reopening eliminate the problem. This was present also in previous versions including AP1.

Is it possible to upload a screen recording to show what is happening and do you have some more details of your hardware and software versions please.
