Not a bug.

Affinity does only centred stroke on an open path. When you broke the path, it changed from closed to open, and so the stroke became centred.

Well, there do exist some other apps that do support inside/outside alignment on open curves. However, such curves would have to be converted on export anyway.

Anyway, we've been through this just recently, and here's the result of some of my experiments:

Pay attention to my Layers panel object names. Some methods will rasterize on export, others will keep vector intact.
