Is it possible? I see the "Style" option under "Stroke" doesn't allow you select both "Dash Line Style" and "Texture Line Style"

You can create a png file to simulate a dashed line and use that png to create a textured image brush.

Alternatively to creating an extra texture brush you can just add a dash stroke to the texture brush stroke with blend mode Erase. This way you still have access to the dash parameters.
