How can I save a specific artboard size with specific margins so that I can create repeated instances of it in a current project or in subsequent projects without having to re-do the margins every time?

For the current project, couldn't you:

  1. Create the project with the proper margin specified, and select "create Artboard" in the File > New dialog; then
  2. Immediately duplicate the Artboard. Select it in the Layers panel (if necessary) and Ctrl or Cmd J depending on your OS.
  3. Keep one of them in their initial empty state (except for the margin setting) so you can duplicate it when you need another one.

For later projects, you could save a Template file at step 2 above. And use that Template for future projects.

Have you tried in a new document creating an empty artboard of your desired size & margins & adding it as an Asset to the Assets Panel? The only drawback I can see for this is because the artboard is empty, in the Assets Panel you won't see an icon for it, but if you set the panel to Show As List, you will have a name that you can customize.
