In the filters panel or the filters switch in the layers panel it is possible to choose from a wide range of blur types, like motion blur, radial blur and so on. This doesn't appear to be possible with the blur tool. For that it seems one can choose only a variety of brush textures. Is there any probability that these other blur types might also be made a feature of the blur tool? Or is that too complex an issue? 

My question probably arises through ignorance of encoding!

Most of the Filters (Live or otherwise) need extra user input for various settings and it would probably be difficult to incorporate those settings into a brush.

For example, the Live Motion Blur Filter has Preserve Alpha, Radius and Rotation settings, all of which could be hard to control when you are trying to ‘brush’ the effect onto an image. (The Depth Of Field Live Filter has way more settings than that.)

Also, does each application of the brush use its own mutable ‘version’ of the settings or are the settings somehow shared between multiple applications of the brush, and what if you want to set them differently?

The amount of complexity probably ramps up very quickly and giving the user control of all that could make the UI unwieldy, at best.

However, you might be able to do what you want to do by painting onto the inherent mask of a Live Filter.
