iPad Publisher V2: items off-page visibility?

Is there a way..a setting..which controls whether things off the page can be seen, the same way that items not on an artboard in Designer can be seen?

Yes. Switch to Designer Persona and toggle the Clip to Canvas setting. It’s been reported and hopefully toggle clip canvas will come to Apub soon.
