Had a job where the illustrator didn't add bleeds to the images, and so was using Publisher with Photo to fill in some areas, in spite of numerically entering color values couldn't ever get the final pdf to not show a shift in colour. Exported as pdf 1x because of printer requirements. Finally had to use photoshop to get it to show the same colour.

That’s a significant colour difference!

What format was the file. What colours/colour profile. Colour picker didn’t work either?
If you are able to provide a sample file for investigation, happy to have a look.

That sounds like a problem where the color space you designed in was different than the profile that was exported. If you haven't already, it might be worth testing out different color profiles to see if any of them look the way you expect.
