No "Layer Properties" throughout the suite

I'm going through help files again, just to re-learn all features, and I found this:

To assign a layer colour to a specific layer:
  1. On the Layers panel, -click a chosen layer and select Properties.
  2. Click the swatch and select a colour from the pop-up menu.

Any object drawn in the layer will display paths, nodes and handles in that layer's layer colour.

But there isn't any Properties option when I right click a layer. In any of the three V2 apps. I'm on Windows. And no, I don't mean the Color Label (Tag). I mean the Label Colour, which is then displayed in the Working Area (vectors, boxes, etc).

PS I love how my spell checker highlights the english colour as an error. ;-) I'm going to try doughnut. Nope, it's OK. 😄

The Properties they're talking about are primarily used in Publisher and Designer, as they are for Layer layers, which can only be created in those apps. When you have a Layer layer, and right-click on it in the Layers panel, there will be a Properties entry. In that Help that you quoted, there is a small typo. It should read "To assign a layer colour to a specific Layer" with a capital L.

If you create a Layer layer in Designer or Publisher then open the document in Photo, the Properties option does show up even in Photo so you can make the change there.  You can duplicate an existing Layer layer from within Photo to create a new one, and you can store one as an Asset to add it to other documents, but you can't create one from scratch if you don't already have one.
