Footnotes issues - not continuos through different pages

1. The footnotes are not continuous from one page to another. Why not ?

2. Footnotes converted to endnotes results go into continous mode but when I reverse the process they are still not continuous from one page to another.

In the Notes panel, change Restart Every <Page> to <Document> if you want them numbered consecutively for separate text frames. There are several options to choose from depending on your document setup so you should be able to do whatever you want.
