What is the Expand List of the Text menu in Publisher?

I can not figure out how to use it.
I applied this to bulleted list but nothing happens.

The "Expand" commands transform text with dynamically generated content into editable, absolute text, e.g. a dynamic list numbering into "just" absolute, editable numbers, an automatic page number into an editable number or a dynamic filler text into an editable filler text.

If a text frame does not start as first glyph with a dynamic text you cannot invoke an "Expand" command with the Move tool, but must select the text with the Text tool to access the Expand command.

I think I did notice the change last time.
I've conformed that it's changed from a list to text.
