I am creating a new text in publisher and I would like it to have a different background colour. Is there any possibility of inserting this? and if yes where do I go to do it. thanks.

Assuming you mean text in a text frame, use the text frame tab to set a background colour.

If you don't see the text frame tab, go to View - Studio and enable it there.

Another way is to setup some general rectangular etc. filled color shapes on master page areas and placing text frames etc. on those areas then. - All in all there are several ways to do that (since there are different text tools available) and so it depends on how you want it finally to look like in a document.
