If you don't see the text frame tab, go to View - Studio and enable it there. Another way is to setup some general rectangular etc. filled color shapes on master page areas and placing text frames etc. on those areas then. - All in all there are several ways to do that (since there are different text tools available) and so it depends on how you want it finally to look like in a document.
