This is most likely caused by the two Ellipses (circles) having the same coordinates for the top, change the smaller one to be a pixel higher and all should be well.

Or it could be that the smaller one is slightly lower, a fraction of a pixel could do it, than the larger.

The one on the Left in your screenshot is most likely made with no overlap on the ring. Here I show 'correct way' on bottom and 'wrong way' on top.
