Numbering does not work across paragraphs

Hello, this is my second problem with Publisher 1.10.1. in macOS 10.15.7

The numbering should also be able to be done automatically via the format, but this does not work for me either:
(F) In the paragraph format "Picture line caption" ...
(G) Go to "Enumeration and ...".
(H) Select the type of numbering, in this case "01, ...".
(I) "Fig. \#(I) "Fig. 01, ..." creates the pre-text "Fig. 01" as shown in (A) (this should also be Fig. 02 for the second image and Fig. 03 for the third image; it doesn't work for me either).

GERMAN:
Die Nummerierung sollte auch automatisch über das Format erfolgen können, geht bei mir auch nicht:
(F) Im Absatzformat »Bildzeile-Unterschrift« ...
(G) gehe zu »Aufzählung und ...«
(H) Wähle den Typ der Nummerierung, hier »01, ...«
(I) »Abb. \#. « erzeugt wie in (A) zusehen den Vortext »Abb. 01. « (das sollte beim zweiten Bild auch Abb. 02, beim dritten Bild Abb. 03 heissen; klappt bei mir eben auch nicht.)

This is also not a bug.

Numbering is generally expected to be contiguous, that is, a paragraph numbered 1 followed by a paragraph numbered 2 followed by one numbered 3.

When the paragraphs have intervening text that is not numbered, then you need to adjust your styles to account for that. If you look in the Bullets and Numbering section of the Text Style, you will need to set a Name and also set when the numbering is to restart:

A new problem for me:

How do I get the correct order when I need the numbering of a paragraph format in the large text frame and in inserted text frames? 

(A) Global does not seem to work.
(B) Here it should say "Fig. 05" instead of "Fig. 01" and at the top it should start with "Fig. 01", but it starts with "Fig. 02" as long as I also use this paragraph format in the large text frame.

Thanks for the sample .afpub file. I can't check it right now, but I'll make a guess. Global is probably what you need. However, many functions in the Affinity applications are based on a painting paradigm, where you can determine the order that events occurred by examining the canvas (or page, for Publisher) and looking at the order of the layers. Items lower in the layer stack were "painted" earlier, just like overlapping brush strokes on a canvas.

Where that would apply here: if the large text frame is lower in the layer stack than the inserted text frames, then it (and by association its text) was created earlier, and so its text numbers would be lower than in the other frames. So, the solution may be to move the inserted frames down in the layers stack. On the other hand, Pinning may also be relevant; I'll need to check your document and experiment.

I think the Pinning has something to do with it, but there is something else that is odd that needs to be explained. All that text you have that looks like (Abb. 01) (and 02, etc.): what is it? I cannot select it in your document, nor put the cursor in the middle of it. It seems to be some kind of pasted in object, as I can see in the Layers panel:

Unpinning those nested text frames does not make the text within them selectable, either.

It is the "Bullet or Number" from the text style, there is no text in there.

I have never mastered color management, period, so I cannot help with that.
