Cannot export as template or save file

I created a 10 page document, no content as such (just a cover), connected text frames on nine of the pages, the text frame is on the master page, paragraph styles created.

I try to export this as a 'template' and the error shows 'internal error'.

The file is created but at 0kb. When I click on that file to open it the 'file type is not supported'.

If I try to export again using the same file name, 'file already exists and is read only'.

Same problems when trying to Save and Save As file.

Export to PDF works fine.

Just delete that 0 (zero) kb file. Start over, save the file as a publisher file then export it as a template file.

I have never mastered color management, period, so I cannot help with that.
