This is out of the normal for me with the way I usually apply these effects. The method I would like to use is the second one where it's placed inside the pixel DUCK layer. 

Also, when you go to merge the effect it just disappears. 

*Note this has happened with live layers and adjustment layers (Levels adj & halftone)

The text layer is only black, no other color. So halftone will leave it untouched by design. If you nest the halftone filter to it, it is intended to only impact this layer.

Halftone requires different colors (grey levels) in the layer stack of its reach. 
If you apply a color gradient to the text, halftone will work on an isolated text layer.

I tell ya, just when you think you've got things figured out you don't! Haha Thank you so much I was really struggling with that one! I didn't realize it was only getting that effect because it was treating the background and the text as part of a whole.
