When I open a PDF exported by Affinity Publisher I am able to see some of the metadata (title, author, etc.),  I would like to edit them before I save the PDF.

I wasn't able to find the feature in the menu, I think I might have missed it.

Can anybody help?

What you are looking for, you will find in the Fields panel.

For some reason, the Comments field is not being included in PDF export. Also, Adobe Bridge (CS5.1 here) cannot read the keywords, but Acrobat X (which was part of CS6) and MacOS can.

Additional metadata can also be added in the Photo persona > Metadata panel. But those aren't included in PDF export either. They are included if you export pages as bitmap images, however.

But you can export from the Photo persona to XMP, and then use an external tool (like Bridge) to write all your metadata to the PDF.
Bridge is free as in beer, so for extensive metadata support, Schmadobe is still our friend here.

Why, thank you.

Wouldn't it make more sense to offer the opportunity to edit the metadata on saving?
It feels odd to edit them in a panel and then not being able to change them while exporting the file.

For anyone googling in future...

How to change the metadata, name, or title of PDFs exported by Affinity Publisher

Click:
> Publisher Persona (the orange square in the top left of the program)
Text (at the top of the screen)
> Insert
> Fields
> More
> Document Information

> Then edit the 'Title'. 

By default, Affinity sets the 'Title' of each document to the first thing you saved the .afpub file as. Then it uses this in the metadata of all the PDFs you export. So it's worth removing this default title altogether, so that each time you save a PDF, Affinity will give that PDF the title of whatever you save the PDF as, instead of what you first saved the .afpub file as.
