Brinchmann
Dragging the ruler to the right place can be / is very annoying. Especially when you are zoomed out. It should be unnecessary to zoom in to set a ruler. Suggestion: To insert ruler, double click the ruler bar and a windows pops up where you can insert the precise location. And you also should be able to double click the ruler (blue line) itself so a window pops up for entering new location.

In this precise, but rather lengthy way (especially in situations where I don't even know the exact location of the guide and I just want to snap it to an object), it is possible via the View menu, Guides Manager. Menu View, Lock Guides it then protects them from unwanted change.
