Dragging the ruler to the right place can be / is very annoying. Especially when you are zoomed out. It should be unnecessary to zoom in to set a ruler. Suggestion: To insert ruler, double click the ruler bar and a windows pops up where you can insert the precise location. And you also should be able to double click the ruler (blue line) itself so a window pops up for entering new location.
