Difference between "Merge Visible" and "Rasterize"

I just found that "Rasterize" action gives a 1px blur to whole image, while "Merge Visible" is not. For me they should be the same...
What is the difference between this two methods and how to stop "Rasterize" to blur layers on each rasterization?

Just as example - two images. Upper is flattened via "Merge Visible" and the last via "Rasterize"
