how do I export a current vector with many layers to a different size (e.g 11x13 to 8x10 , 24x36 etc.. ) without changing the image

I have a few vector designs (.ai) that I'd like to export and make them print friendly in other sizes than the current one (8.5x11) -- >(8x10, 12x16 etc..)
my first thought was that I'd just go to the document setup , change it and be done with it... (easier said than done) as when I've done so and tried to reduce the vector it actually increased the vector size beyond it's bounderies...as i can't just "free transform" (it needs to be in an exact size ) I've tried option B

my option b was heading to export and trying it that way. but as the export to PNG is only in pixles (with the lock / unlock of proportion)  and as i need to know the exact inch size , it wasn't that ideal

Any other suggestions how to do this the right way in one go ?
