You can see from the attached images publisher makes everything look sepia? However it says the RGB values are the same. Designer keeps the original so I'm not sure what has happened. The PDF is open in Adobe Acrobat, Affinity Designer and Publisher. One thing to not is on importing both Designer and Publisher assigned the default working colour profile sRGB to the file.
