Publisher Freezing when attempting to resize document

I have a completed document over 100 pages that I need to resize and save several copies in several sizes to send off.  When I use the built in tool to resize and resample, the whole thing freezes up and never recovers.  Thinking it was just my computer, I sent the document to a brand new laptop and tried again but it did the same thing there. Both computers are running windows 10.  Is there another option I can try to get the results I need?  This is of course, a time sensitive project.

From which to which size do you have to resize? If it is just a kind of A4->A5 resize, you can do it by printing to a PDF printer. Select the target paper size and scale down or up.

It is a kind of virtual printer, that produces PDF files instead of making real printouts. When using a PDF printer you cannot change the ratio of the size dimensions like resizing in Document setup. Attached an image where I scaled down an A4 to A5.
