It’s probably been done with lots of short lines to simulate shading, similar to the effect on the windmill tail but a bit denser.

I like this style, a kind of etch or engraving style.

You could emulate it with a dry media brush but doing the lines would be a nicer effect.

Here is an example file, I made a rotor, nested some lines and used a pencil brush, then I made the rotor a symbol. I think the lines are a bit formal and would probably be a bit rougher but this is just to give you an idea.
