I am trying to create a symbol that I will duplicate to create a pattern. Some of the motifs in the repeat tile extend beyond the artboard.

If I group the motifs and turn the group layer into a symbol,  the extensions are visible.

If I turn the artboard into the symbol, I extensions do not show. However, each symbol has the artboard name displayed above.

If you Group the circles and the rectangle then you will see the full extents of the circles because you have not told the software not to show them.
To get a symbol as you need, put the circles inside the rectangle layer, to clip them, and then create a new symbol from that.
Does this help?
P.S. I’ve never tried to make a symbol out of an artboard so I don’t know what’s supposed to happen there. It’s just easier not to.

If you also make the shape (ellipse) a symbol you can add multiple shapes to that symbol and turn them off and on to create different patterns and  change colours, add strokes etc.
