Hello Hydrology,
What you want to do is use the Pencil Tool and adjust the settings in the Stoke Studio. I'll attach some examples. With the right settings, you'll be able to get a perfect taper every time.

Yes. Select the shape in the Layers Studio & tap the second icon at the top of that studio to the right of the one that is 3 dots in a circle (it looks sort of like a stack of layers). The menu that pops up has the merge & rasterize options.
It took me longer than I like to admit to figure out that is where it is hiding.
