Layer Effects seem to be calculated improperly

Affinity Designer 1.7.1.404 on Windows 10 64-bit

The left circle has 2 px radius Outer Shadow. The right circle has a second circle mimicking the Outer Shadow. I get very different results.

Here's the details of the Outer Shadow

Here's the whole document, zoom 5 times.  You can see then dimensions are the same.

But depending on the export dimension (or even the zoom level in Affinity Designer), I get wildly different results.
