Affinity Photo has heavy lag in one desktop user, fine in another

Exactly like the title says. Went through with Apple technician and cleared out all possible user caches. Both using the same system-wide application installation. Same iCloud account. Same everything as far as I can tell. Everything is up to date. Help?

Welcome to the forums :)

Sorry to hear this, it's certainly not something we've encountered before!

Firstly, please open Affinity Photo on the user account that does not lag, open Preferences>Performance and record these settings (in a screenshot or mentally if you prefer)
Switch user account and double check that the Preference settings match that of the working user.

If they are already the same/this does not help, close the application on the user account that is lagging, then reset the app back to it's default settings. 
You can reset your app back to its default settings by holding down the CTRL key while launching the app. When the Clear User Data window appears, click Select All and then Clear. The app will now open.
Be aware that resetting your app back to its default settings will lose any custom settings such as keyboard shortcuts and brushes etc. To backup such settings before resetting the app, please watch our Affinity - Exporting User Settings and Keyboard Shortcuts video. https://vimeo.com/189596577
