No usually not, at least not for vector text, since that's a feature Designer and Publisher do support. Though there are some ways to reuse circular written text in Photo from the before named Affinity apps, or going the route to reuse/import in SVG format (or some other vector supported format) created circular text here then.

One way is in Affinity Photo to open an Affinity Designer document that has a text in a circle layer & copy it into your Photo documents, modifying it as needed. This is possible because while you can't create text on a path in Affinity Photo, it supports the same text editing tools that are in Designer, including for modifying text on a curve.

But since this is a less than optimal workflow, buying a copy of Designer when you can afford it is a better long term solution.
