Photo, Gaussian blur on backgnd and foregnd. Can't separate.

Ver 1.6.5.123 Windows 10.

On any pic, jpg or .nef,  Photo persona. Background layer selected.

When I want to blur the background, after painting the foreground, then cntrl I,  ( or not), selecting blur, blurs all of the image. Ive followed the tutorials on Youtube to the letter, and it will not work. Always blurs the entire image. Nothing I do changes the effect.

Welcome to Affinity Forums :)
There's quire a few ways to achieve this effect. Can you give us a more detailed explanation of which steps are you performing? A screenshot with the layers panel visible (with your result - all image blurred) would also help a lot so we can see how you have structured the layers and what type of layers are you working with. Thanks.
