However: In Preferences, User Interface: Do you have at least 1 decimal place specified for px measurements? If not, you might not see the fractional part. In your Snapping options (Magnet icon in toolbar) do you have "Force pixel alignment" enabled or disabled. If enabled, all your objects might be on whole pixel coordinates.
