Welcome to Affinity Forums :)
Are you trying to use it on an Image layer type? Check the small letters above the layer's name in the Layers Studio. If so, with the layer selected tap the ellipsis icon (the tree dots) on the top left of the interface and select Rasterise ▸ Rasterise to convert it to a pixel layer type. You can then use the Inpainting Tool as usual.

Image layers are a special layer type that retains all the original image data - you can think of them as embedded images -. They are created when you use the Place command to place images from Apple Photos or from a  cloud service on an existing document. They can be transformed globally (rotated, skewed etc) without losing quality but they cannot be edited/manipulated at a pixel level. For that they must be rasterised first as described above.

If that's not the issue, please check the opacity and flow on the context toolbar on bottom for the Inpainting Tool. If they are set to 0% increase their value.
