Publisher: Document viewport scroll behaviour not honouring System settings

Publisher 2.6.0

Setting Settings > Appearance > Click in the scrollbar to: Jump to the spot that's clicked.

Situation: In Publisher, with a long multipage document, scroll to the end of the document, click the scrollbar's track near the top of the document viewport.

Expected behaviour: Scroll handle jumps immediately to the point that is clicked, Document jumps immediately to the point corresponding to the scroll handle's new position.

Observed behaviour: Scroll handle only moves a short distance, corresponding to the document only advancing ~one spread pages in the desired direction, approximating the behaviour of Click in the scroll bar to: Jump to the next page.

Palette scrollbars appear to implement the scroll behaviour correctly for both options.
