It is clear from the Layers panel that these are not the same documents. Could you perform a V1/V2 comparison on exactly the same data/curves? Alternatively, provide the document for testing.

I literally just copied it from v2 to v1 and expand it in the same way. I've updated the post with the layer curves attached.

In the shape, the stroke alignment is set to Inside. If the alignment is Center or Outside, Expand Stroke will be performed correctly.
Thanks for uploading the file, which may help in analyzing the bug.

P.S. Interesting - when thinning the stroke (to 25 px), the expansion is performed correctly.

Wow, this finding is more interesting than I expected. I didn't know it only worked on certain features. I'll be sure to experiment with it if it happens to me again. Luckily, I still have my v1, so I can switch back and forth between the two versions to get it to work.

Just for information - yout shape isn't optimal (symetrical with opposite side):

Thank you for noticing that. I'm still working on it, and I'll be sure to take it into account. The outlining part is already driving me crazy.
