WHAT HAS HAPPENED
When having multiple documents opened (tabs), if you resize the app window and only one is shown, when you restore the app window, the document tabs order changes.

WHAT SHOULD HAVE HAPPENED
The document tabs order should not have been changed.

MINIMAL STEPS TO REPRODUCE

1. Open Publisher
2. Create a new document (or open one): doc1
3. Create another new document  (or open another): doc2 (current tabs order: doc1, doc2)
4. Resize the app window to hide the document tabs
5. Restore the app window to show the document tabs (current tabs order has changed: doc2, doc1)

BUG

• "Active" document becomes "first" tab when redrawing "document tabs".
