Having the option to toggle individual filters on and off is a good thing. The problem with the current implementation is that the filters should be enabled automatically if the user adjusts a setting within the filter (moving a slider or whatever) and that is not currently happening. That is how it works in DxO PhotoLab, for example. An alternative approach is the one Capture One uses, in which the filters are always active, but can be individually reset to default parameters with a "reset" button. This might sound nice at first, until you realize that all filters being constantly active potentially means using CPU/GPU cycles for calculations that may not be needed for every picture. In some cases this can be mitigated by detecting whether or not the filter's parameters will actually have any effect and bypassing it if they will not, but the checkboxes (toggle switches in DxO) make this situation a bit more clear. I would not suggest emulating Pixelmator Pro on this one, however. It also uses toggle switches, but hides the parameters when the filter is switched off, so the parameters being visible (the "section" expanded) and the filter being active are joined as one concept. This minimizes productivity by both requiring the filter to be manually activated before anything can be adjusted AND preventing the user from hiding parameters from filters they are happy with while still keeping them active (thus increasing the amount of scrolling required to see what is going on).
