Character > Leading Override - this is to change the leading for a selected range of text, allowing you to override the paragraph leading value. You probably do not need to use this very often. Note that while this is in the Character panel the override affects every character in the line(s) of text where it is applied, so in a sense it is a line property rather than a character one.
