I shall force quit app. Affinity Publisher  cant be Quit, massage in that one file is cuurently opened. I save document and want to qiut, it is possible to oppen same documant twice, but I cant see what is the problem to refuse to Quit.

Try unchecking the "Reopen Document...." item in the Preferences. This will prevent the Application from trying to open an un-openable document. That is what is happening in your case. Publisher is trying to open a document when you start it up. For some reason that document cannot be opened and so the next time you start up Publisher it tries to open it again, and fails.
