Packed Footnotes are incorrectly ordered once they move to the next page or next frame making them impossible to select and edit on page in Publisher...

The same applies when Footnotes that have moved to a new page or frame then revert back to the original page or frame (e.g., after text deletion on page...

Note: This has been discussed in the thread relating to bug AF-834 but I don't think the specific misordering issue has been logged.
