What version of Designer were you running before, and how did you do the update? This was an update popup when I opened the program after the update was installed. I originally had version 2 from the time it came out and now it was installing V2.2.0.1005 If you mean from an icon you added to the Windows Taskbar, and if the pop-up gave you a choice of Installing the update rather than Downloading it, then you probably need to delete and recreate that icon. You have the MSIX version of the application installed, and that version of the application moves to a different folder when it's updated. At that point, the old icon won't work, and needs to be recreated.
