More flexibility in layer effects

A long-time wish list item for me in Photoshop has been to be able to rearrange the drawing order of layer effects, and to be able to have multiple instances of the same effect.

 

I can get around this by having duplicate copies of the layer, but if I ever need to change the layer's shape then I have to update the copies too, so that gets messy.
