What version are you using now? On the Home Screen, click the Account icon near the bottom left of the window, and it's will report your full version/release info in the upper-right of the dialog. It should show 2.1.1.1847.

As for your problem: You have Image layers, and are trying to paint on them. You can't paint on an Image layer, nor Erase from it. You would need to Rasterize the layer.

Typically when you try to paint on a vector layer (including Image layers), the Assistant will automatically Rasterize the layer for you, but that is under your control via the Assistant settings. For your iPad, go back to the Photo Home Screen, and click on Settings at the bottom left. Then click Assistant options. I've highlighted the areas of interest. I suspect you have the Assistant disabled, or have a different setting for one of the other areas I've highlighted.
