I have confirmed this issue on macOS.

If Running Header is set to "Last on Page" and there isn't a header on that page then no header will be shown which I believe is incorrect. And as you pointed out it shows the placeholder "running header" when the document is loaded and is just blank when redrawing later on.

I believe that if there's no header on a page then it should use the previous instance of the header in the story, the same as "First on Page".

Just to see if it was using the next instance of the header in the story, I added another linked frame with a compatible header but that didn't make a difference.

The issue "Running Headers set to use Last on Page shows as if there is no header on that page" (REF: AFB-8168) has been fixed by the developers in internal build "2.2.0.1951".
This fix should soon be available as a customer beta and is planned for inclusion in the next customer release.
Customer beta builds are announced here and you can participate by following these instructions.
If you still experience this problem once you are using that build version (or later) please reply to this thread including @Serif Info Bot to notify us.

Das zweite Problem besteht immer noch.

Ich habe einen Textstil erstellt, bei dem ich nur die Nummerierung verwende (siehe Abbildung).
In der Version 2.1.1 wird dies im Kolumnentitel übernommen. In der Version 2.2.0 wird der Eintrag nicht mehr angezeigt.
Es wird in beiden Versionen das gleiche Dokument verwendet.

The second problem still exists.

I have created a text style where I only use the numbering (see illustration).
In version 2.1.1 this is taken over in the column title. In version 2.2.0, the entry is no longer displayed.
The same document is used in both versions.

I can confirm this on macOS. This document has a running head in 2.1.1 but a blank running heading in 2.2 1954.
