Text boxes - cross (x) marks on the boundaries

I am using Publisher V2.04.

I am having problems with text boxes which I cannot select. The boundary is outline in blue with X marks. An example is shown in the attached screen shot along with a screen shot of the layers panel. This has become such a problem that I may not be able to continue with Publisher.

Your text frame is on a Master Page. You can detach the Master Layer (clicking on the Master Layer in the Layers panel) and then move the text frame. Or use text frames NOT on Master Pages.
