Can't make new selections

Hi, when I try to make a new selection in a layer, the plus sign looks different (it's bolder and has arrows on the ends) and I can't make a new selection. I checked that select all layers is on and my layer is rasterized. Am I missing something?

Does the cursor look like this?

This is because you already have a selection made, and the cursor is positioned within it, so you can move the selection. If you place the cursor outside the selection, it will change again. Alternatively, cancel the previous selection (Esc, or Ctrl+D), and start the selection again.
